Dr. Julia Clare Olima Oyet (Mrs.) scoops a top award – November 1, 2025

Dr. Julia Clare Olima Oyet (Mrs), CEO of the Deposit Protection Fund (DPF), was a recipient of the top accolade in the category of Career and Professional Excellence during the glamourous Uganda Martyrs University OutstandingAlumni Awards Dinner held on 1st November 2025 at Grand Imperial Hotel Kampala.  Dr. Julia Oyet, who also was the guest speaker, shared her remarkable journey from campus to global impact as one of vision, resilience, and transformational leadership.

This journey,  started at Uganda Martyrs University between 1994-1997 from where she graduated with a Bachelors Degree in Business Administration (Accounting and Finance).  She went on to obtain  a Master’s Degree in Business Administration with Distinction, awarded by Heriot Watt University and a Doctorate in Business Administration from Heriot Watt University – Edinburgh Business School (UK), specializing in commercial banking and financial inclusion.  She is also Member of the Institute of Certified Public Accountants of Uganda (ICPAU), Fellow of the Association of Chartered Certified Accountants, UK (ACCA).

Dr. Julia Oyet’s yearning for finance was triggered by a brief and impactful stint at Ernst & Young in early 1998 during which principles of precision, teamwork, and professional ethics were instilled in her early on in her career. The skills acquired, at Earnst & Young was the foundation on which her long and rewarding career at the Bank of Uganda, spanning nearly two decades (1998–2017) was built. Dr. Julia worked in Bank Supervision, Internal Audit, and Accounts Departments of the Central bank, experiences which enabled her to garner deep expertise in financial systems, risk management, and institutional governance.

Her dedication, commitment and outstanding results in the various positions at the Central Bank contributed immensely to her appointment as the pioneer CEO of the DPF, a position she has held from 2017 to date. This turning point in her career has seen Dr. Julia provide pragmatic stewardship at the helm. Under her leadership, the Fund has evolved into a credible, operationally independent, and globally respected institution

Dr.  Julia is the first female and the first Ugandan Chairperson of the African Regional Committee (ARC) of the International Association of Deposit Insurers (IADI), and first African Chairperson of the Internal Control Committee of the IADI. She  previously served as the  Chairperson of the Finance, Planning, and Investment Committee of Busitema University Council in Uganda.

In her remarks, Dr. Julia advised young professionals to balance work and academics, and to continuously seek advancement in their academic pursuits, noting that today’s world recognizes people who value personal and institutional growth. She challenged the alumni of Uganda Martyrs University to think not only as professionals, but as Ugandans, Africans, and global citizens.

Away from the office, Dr. Julia’s life is grounded in a firm belief in strong family values. She is married with five children, a constant reminder that true leadership blends excellence with humility, purpose, and compassion. “Dr Julia noted, UMU didn’t only give me a degree it also gave me a husband in Mr. Oyet.”
